Seagull Island is an inland river island formed by alluvial rivers in the Pearl River Delta. It is located in the east of Shilou Town, Panyu District, Guangzhou City. It is located at the estuary of the Pearl River, facing the Lion Ocean, and surrounded by the main channel of the Pearl River and the Lianhuashan Waterway. The island covers an area of about 36 square kilometers and has a coastline of 37.96 kilometers. It governs four natural villages of Haixin, Shabei, Shanan and Jiangou, with a total population of 19,000. Seagull Island is an important part of Guangzhou New Town.

Shilou Town is a town under the jurisdiction of Panyu District, Guangzhou City, Guangdong Province, China, located in the eastern part of Panyu District. The total area under its jurisdiction is 126.5 square kilometers and the population is more than 120,000. In the town, there are Lianhua Mountain, one of the eight new scenic spots in Yangcheng, and the Lianhua Mountain Ancient Quarry, one of the national key cultural relics protection units.
Shilou, formerly known as "Shizitou", is also called "Shetou" and "Shishitou" by local people, which is a corruption of the quick pronunciation of "Shizitou". It is also said that there is a huge stone on Lianhua Mountain that resembles a lion, so it is called "Stone Lion Head". In the late Qing Dynasty, it was elegantly called "Shilou".

Huangpu New Port is located on the Dongjiang River and the Pearl River, and contains two railway tunnels (Shiziyang Tunnel of Guangzhou-Shenzhen-Hong Kong Express Railway and Shiziyang Tunnel of Guangzhou-Huizhou Intercity Railway) and two bridges (Humen Bridge and Nansha Bridge).
